Define the assignment
A presentation refresh, a new visual identity, and a website campaign require different capabilities. List strategy, writing, design, development, and production separately. Decide which parts your team can manage.
For a San Jose business with a clear brief and an existing brand system, one specialist may be sufficient. If the project crosses several disciplines and your team cannot coordinate them, a broader delivery team may be useful.
Compare the people, not the label
Ask who will do the work and review relevant examples. A freelancer may collaborate with others; an agency may assign one person. The name of the arrangement tells you less than the actual delivery plan.
Discuss availability, review windows, and how urgent requests are handled. If on-site meetings matter, specify them. Do not assume a local address means unlimited in-person support.
Account for your own coordination

Assign one approver and consolidate feedback. Whether you hire a freelancer or agency, conflicting directions and late inputs can undermine the work.
Compare equivalent deliverables
List concepts, revision rounds, exports, editable files, and implementation. Confirm whether copy, photography, and third-party licenses are included. Ask what would trigger a change in scope.
Avoid comparing one finished logo with an entire identity system as if they were the same product. Use the worksheet to identify what each proposal actually delivers and what remains your responsibility.
Plan the handoff
Make sure your team can access and use the final work. Agree on file formats, rights, and support. If another provider will continue the project, identify what they will need.
Choose the arrangement that reduces the most important risk: missing expertise, limited capacity, unclear coordination, or poor continuity. Start with a well-defined phase when uncertainty is high rather than committing to an oversized engagement.
Expose hidden coordination work
For each proposal, write down who briefs the writer, obtains images, checks facts, approves design, and delivers files to the developer or printer. If the answer is your team, assign an actual person.
This reveals whether the lower-fee option is still a good fit. There is nothing wrong with managing specialists yourself, but the work needs an owner. Compare the whole arrangement rather than treating your internal coordination as free and unlimited.
